As regards Crown Rent (paragraph 3 of the

draft), I agree with the comment in his minute.

That is to say, there is no doubt that Hong Kong

have suggested two possibly contradictory methods

of assessment, and equally it seems fairly clear

that the Hong Kong Government itself shows a

leaning in direction to the least onerous

method; but I do not think we can suggest that

they should adhere to both methods and choose

whichever happens to be the more onerous in each

individual case, nor do I think that Mr. Butters

intended to suggest this. The correct solution,

surely, is to ask the Hong Kong Government

to adhere in all cases to the method of assessment

i.e.,

which would normally be the more onerous

"the full and fair value of the land".

As regards premiums, I think we can put this

to Hong Kong on the lines proposed in the

draft (para. 4), though I am not sure that if

the Governor comes back at us we shall be able to

maintain the point. Rent, even on the more

onerous basis indicated above, will be based

on the undeveloped value of the land, and neither

Mr. Boss nor I are quite certain that it is

logical in these circumstances to base

premiums/
